Abstract: Asian Americans have played a major role in contributing to the scientific and engineering excellence in the United States in both academia and in industry. However, rising international competition, particularly from China, and the theft of intellectual property has led to increased suspicion and scrutiny of people with academic, business or familial ties with China. This is harming our ability to attract and retain the best foreign science and engineering talent that has created much of the intellectual property we wish to protect. In addition to jeopardizing our long-term technical leadership that has been a cornerstone of our prosperity, our reputation as a free, open, accepting society based on equal protection under the law is at risk.
